Abstract	Civics education is learning that focuses on the formation of citizens who understand and are able to exercise these rights and obligations to be Indonesian citizens who are intelligent, skilled and having proper character mandated by the Pancasila and the 1945 Constitution. However, learning Civics implemented in elementary schools today are likely to be teacher who are active the learning process and rarely provide the opportunity to students to speak up and work together, so that learning process was passive. Therefore, the researcher used a method of brainstorming with simulation to increase the activities and learning outcomes of fifth grade students at SDN Wirolegi 01 Jember. In cycle 1, the learning begins by dividing the students into 4 groups, each of which consisted of 5-6 people. Each group performed simulations. Then each group representatives expressed the opinion of a simulation. In cycle 1, the analysis of students' activities reached 74% and the learning outcomes of students reached 75%. In cycle 2, the stabilization activity, the activities and the learning outcomes of students increased to classical completeness by 83% the percentage of student activities and student learning outcomes reached 87.5%.
