| Abstract | HIV infection and AIDS represent a major public health concern in Cameroon, as they cause a tragic impact on human, social and economic development of the country. Since the first cases in 1985, the country established a strong individual, community and governmental mobilisation, to block the road to the outbreak, under the coordination of the National AIDS Control Committee (NACC). It was realized a description of the evolution of decision paradigms for the fight against HIV and AIDS on the basis of a substantive analysis of the various strategic plans developed and implemented by NACC between 2000 and 2015. The objective here was to identify the progress made and the challenges to be addressed for a better use of the resources invested. Thus, the priority areas of the fight remained the same, although there has been over time a development marked by the involvement of sectors other than health, and the decentralisation of intervention strategies. HIV prevalence has declined in the general population, but remained high in certain risk groups. The gender aspects are better taken into account, but research results are still undervalued. For the future, a fundamental change is needed, despite the current financial context marked by a global economic crisis. This change implies among other things, changes in strategies against the disease in a constructivist approach involving greater cooperation between the actors, and a reorientation of public health decision-making, from "eminence-based" towards "evidence-based". |
