| Abstract | In the context of globalization, the territories are in a complex situation, subjected to competitive dynamics, quite regardless of preexisting conditions in them. In the knowledge economy it's required, from the State, actions that add value to what is produced, diversifying production / export matrix to respond to current challenges. Chile has a primary export model that has globally integrated the regions that count's with natural resources of high international demand. The State diagnosed an innovation deficit. Therefore, since 1990, initiatives have been developed to promote innovation in enterprises. CORFO was in charge of various instruments, such as FONTEC, the FDI (1993 - 2004) and Innova (2005 onwards). While in the past 2 decades the distribution of public resources towards regions increased, few things are known about its intraregional distribution. The distribution of these instruments in the Valparaiso region was analyzed (1993-2013), which has economic and social indicators of sluggish, but with great potential. It was postulated that communes with specialization in exportable commodities -highlighting agro-industrial activity- received more benefits, evidenced both in absolute terms (number of projects and amounts contributed), and in proportion as number of SMEs and large companies benefited. Studying the findings, the regional, national and global framework of territorial challenges and innovation for the region in the context of their national and global insertion is located. |
