| Abstract | The Primary Health Care (PHC) is the first level of a health system and the first contact with this user. In Brazil, the oral health (OH) is an integral part of primary care and coexist several arrangements of organizing health care at this level. Despite being the main strategy for the reorganization of primary care, they were not found in the literature researched systematic reviews with validated instruments, comparing the extent of OH attributes PHC, from the perspective of professionals in the Family Health Strategy (FSH) to the Basic Health Unit (UBS) to demonstrate whether, indeed, there are differences in favor of the FSH as guarantor services that have desirable characteristics for being good primary care providers in health. Thus, the research aimed to validate an evaluation instrument of Oral Health in Primary Care (PACTool SB Professional), measure and compare the presence and extent of APS attributes in public dental services in Porto Alegre (UBS, ESF) and verify that features are related to the overall score of SB PHC from the perspective of dentists. The methodology used was a cross-sectional epidemiological study. All dentists that operate in the PHC in the city of Porto Alegre by direct administration or through the Municipal Institute of Family Health were invited to participate. The results showed that the PCATool SB Professional has adequate psychometric characteristics and multidimensional structure and suggest that the instrument is valid for assessing the extent of OH attributes PHC from the perspective of professionals and can be used for identification, monitoring and evaluation APS attributes in health services, as well as comparative studies. Units FHS higher scores of the APS attributes when compared to UBS and the most important feature associated with the high score of APS was the type of service and be more than five years working in the APS. |
