Abstract	Total number of pages: 95 This document presents a detailed review of the current state‐of‐the‐art in the field of existing wireless standards and the related software interfaces that are used in terminals to control radio adapters. An overview of ongoing research and standardization work is also provided, covering reconfigurable devices and cognitive radios. We are stressing that this state‐of‐the‐art report is taking into account specific issues that are important for Universal API development itself, i.e. we do a " competition analysis " and map out some key issues. However, implementation specific issues such as middleware, operating system, and query formats are left for the deliverables that describe our actual work towards realizing ULLA.
