| Abstract | The purpose of the document is to explore the relationship between institutional performance of local governments in the state of Mexico, and their performance in creation of public policies. At first, concepts are reviewed, then the institutional ability of municipal governments to establish public policies is explored; third, the prospective of relationship between institutions performance and government actions is reviewed. It is concluded by stating that relationship between institutional performance and public policies, as a real environment of fed-back from local governments, becomes a problematic phenomenon, it is defined through individual practices based on negotiation and clientelism. |
