| Abstract | This report starts from the position of strong support for a high quality system of professional and technical education. It sets out the changes needed to ensure that the UK has one. The authors argue that, despite the move away from the old system of frameworks to the new Apprenticeship standards, the concern is that many of these new Apprenticeship programmes fall short in terms of quality. The report identifies a number of weaknesses with the approved new Apprenticeship standards. It outlines how the reality of rolling out the reforms has created an environment where Apprenticeships can be defined and developed that do not adhere to the best in class definition of an Apprenticeship or the high expectation of quality. |
