| Abstract | _____________________________________________________ This paper analyzes the Venezuelan Law of Science, Technology and Innovation (LOCTI), promulgated in 2005, in the light of theoretical foundations in the public policy area for Science, Technology and Innovation. A study of the documentary type was made through the revision of policy instruments associated with regulations, laws and decrees promulgated by the Venezuelan government related to support for innovation in Venezuela from the legal viewpoint. Conclusions were that the vision of the most recent laws, decrees and strategies to promote the development of science, technology and innovation in Venezuela, is supported by a systemic and complex approach, quite distant from the linear perspective of innovation. The Statutory Law, LOCTI, gives a more general framework to separate initiatives, although it must be recognized that within the State structure, many practices still exist that are supported (implicitly and explicitly) on less advanced concepts about innovation. |
