Abstract	A significant portion of goods that are transported through the ports are considered dangerous by the various codes, national or international agreements relating thereto and their amounts are affected, in each case by the different economic situations of international or local market, representing a wide range of foreseeable risks, since these goods are considered dangerous not only for its own characteristics, but also influence other related criteria such as their transport or storage. Through this paper aims to show the movement of hazardous cargo is handled and stored in the Commercial Port of Esmeraldas, detailing each of the steps from receipt of the goods to the delivery of it, investigate the risks during handling and storage, to propose the implementation of a preventive action plan in order to eliminate, minimize or control risks, and ultimately determine the effectiveness of this plan by analyzing costs.
