| Abstract | This paper identifies and analyzes the factors which hamper the institutionalization of the payment for water use and its implications for the management of water resources in the Hydrographic Basin Committees, in Bahia, Brazil. This payment is difficult by the economic, institutional and organizational dimensions, involving factors such as lack of coordination and participation of stakeholders, discontinuity of human resources in the committees, unfamiliarity of the role and importance of basin committees, and asymmetrical power relationship which prioritize the interests of some stakeholders to the detriment of the collective interests of charging for the use of water. |
