Abstract	The Barcelona model of local development has been intensely debated. Since its emergence during the 1980s, several authors have analyzed its characteristics as a model, and have highlighted both its strengths and weaknesses. However, less attention has been paid to the relationship between the model of local development and the model of cultural policy, despite the fact that Barcelona is internationally reknowned for its cultural dyna- mism. Usually, this model of cultural policy has been analyzed as an instrument within the local development agenda. The present article will show, based on an analysis of several exemplary cases, that the cultural policy of Barcelona has been strongly determined by the model of local development. Likewise, cultural policy has attempted to respond to an en- dogenous strengthening of local creativity, through not without several contradictions and inconsistencies. However, in recent years, Barcelona's cultural policy has been increasingly instrumentalized for economic development and international projection of such development
