Dinâmica setorial e mudança estrutural: evolução recente da indústria no Brasil e no Rio Grande do Sul

Abstract	Resumo O texto analisa a dinâmica setorial e o processo de mudanca estrutural observado na economia gaucha e brasileira, a partir dos dados da Pesquisa Industrial Anual do Instituto Brasileiro de Geografia e Estatistica (PIA-IBGE) de 2007 a 2012. Os dados setoriais, agregados conforme a classificacao de intensidade tecnologica industrial da Organizacao para a Cooperacao e Desenvolvimento Economico (OCDE), mostram que a industria gaucha segue um padrao de desenvolvimento industrial similar ao nacional, com pequena participacao de setores de alta intensidade tecnologica e predominio de setores tradicionais de baixa tecnologia. Observa-se tambem que, no Brasil, ocorreu expansao do peso da industria extrativa na composicao do Valor da Transformacao Industrial (VTI) total, de 8,08% em 2007 para 13,77% em 2012, enquanto, no Rio Grande do Sul, ocorreu o aumento da participacao das industrias de media-alta intensidade tecnologica. A evolucao da relacao Valor da Transformacao Industrial e Valor Bruto da Producao Industrial (VTI/VBPI) mostra um maior adensamento industrial no Brasil e no Rio Grande do Sul ate 2011. Contudo, em 2012, ocorreu uma reversao desse indicador em todos os segmentos classificados por intensidade tecnologica no Brasil, evidenciando uma menor capacidade da industria nacional em incorporar valor agregado. Por outro lado, no RS, o indicador mostra um maior adensamento industrial em todos os segmentos classificados por intensidade tecnologica. TITULO EM INGLES Sectoral dynamics and structural change: recent evolution of industry in Brazil and Rio Grande do Sul Abstract The paper analyzes the sectoral dynamics and the process of structural change observed in the economy of Rio Grande do Sul and Brazil, based on data from the Annual Industrial Survey by the Brazilian Institute of Geography and Statistics from 2007 to 2012. The sectoral data, aggregated according to their classification of industrial and technological intensity from the Organisation for Economic Co-operation and Development, show that the state's industry follows a pattern of development that is similar to that of the national industry, with a low share of the high-tech sectors and the predominance of traditional low-tech sectors. It has also been observed that there has been an expansion of the extractive industry in the composition of the overall Industrial Transformation Value in Brazil, from 8.08% in 2007 to 13.77% in 2012, while in Rio Grande do Sul there has been an increase in the share of medium-high tech industries. The data also point to a development in the industrial density measured by the increase in the relationship between the Industrial Transformation Value and the Gross Value of the Industrial Production in all segments in Brazil and RS untill 2011. However, in 2012 this indicator reversed in all segments ranked by technological intensity in Brazil, showing a lower capacity of the domestic industry to incorporate added value. Unlike the national situation, in Rio Grande do Sul the indicator has shown a higher density across all industrial segments classified by technological intensity.
