| Abstract | Every year in Tuscany, the emergency fire recurs regularly, so almost constant throughout the year and with an increased risk during the summer, causing the destruction of hundreds of hectares of forest. The purpose of this work is to develop an assessment methodology to be applied on a regional scale, for estimating, for any hazardous event, the costs of firefighting and the economic value of the environmental good destroyed. As provided for by law under the sector (Law 353/2000), the proposed approach for the evaluation of the damage by fire is characterized by a policy of compensation (considering fires predominantly of anthropic origin), and identifies precisely the elements to be considered for the determination of damage, in other words: the amount of costs incurred to fight the fires and the estimation of costs due to the lower value of the damaged goods (or the lack of products and services provided by this; art. 18 of the L. 349/1986). In particular, the estimated costs of fire suppression is applied with the “intermediate approach” (Ciancio et al., 2007), which provides for the estimated cost per hour according to the use of each factor considered in the activities of suppression and through the verification of the times of use of the factors considered for each fire. The assessment of the loss of environmental value has been conducted instead in terms of loss of total economic value of forest (TEV). The study therefore aims to assess the damage to the forest area emphasizing the multifunctional role, not only as a simple producer of wood assortments, but also as a service provider, such as touristic and recreational, naturalistic (desert), regulation of water courses, water quality and climate change mitigation. The current availability of information on the location of the areas traversed by fire has made possible an accurate check of the damage caused to the various functions of the forest, leading to a spatialization of values according to specific methodologies for 1. Based on obtained data, it is therefore possible to accurately assess the amount of total damage loss (including direct costs of fire suppression), and the efficiency of public spending for this activity. The evaluation results on two test areas, showed the potential of this evaluation, in terms of efficiency of the intervention organization. This model will be the basis to develop an application that allows the Public Administration to have, in real time with the system SOUPWebRT (Unified Permanent Control Rooms of Region of Tuscany), the estimated costs of extinction of fires and environmental damage. |
