Indicators of "societal Progress": Lessons from International Experiences

| Abstract | This paper looks at different experiences in the development and use of societal progress indicator sets – at the European, national and sub-national level – with the aim of identifying useful lessons from these experiences. Five case studies are presented: the indicators used to support the EU ?Lisbon Strategy?; the UK Sustainable Development indicators; Measures of Australia?s Progress; Measuring Ireland?s Progress; and an example of a local community indicator initiative – the Santa Cruz Community Assessment Programme, in California. The paper concludes that for societal progress indicators to be used and applied in decision-making processes, then three conditions need to be met. First, the indicators should be seen as legitimate by the intended users. Second, the indicators should be set within a wider system that provides =fit-for-purpose‘ information. Third, an appropriate incentive structure must be in place for stakeholders to act on that information. Cet article relate une variete d‘experiences liees au developpement et a l‘emploi des series d‘indicateurs de progres societal, aux niveaux europeen, national et infranational, et cherche a identifier les lecons qui peuvent etre tirees de ces experiences. Cinq etudes de cas sont presentees : les indicateurs utilises pour soutenir la Strategie de Lisbonne de l‘UE ; les indicateurs du developpement durable du Royaume-Uni ; Mesures des progres de l‘Australie ; Mesurer les progres de l‘Irlande ; et, un exemple d‘initiative d‘indicateurs d‘une communaute locale, le Programme d‘evaluation communautaire de Santa Cruz en Californie. L‘article conclut qu‘afin d‘employer et d‘appliquer les indicateurs de progres societal dans le processus de prises de decisions, les conditions suivantes doivent etre reunies. Premierement, les indicateurs devraient etre percus comme legitimes par ceux qui s‘en serviraient. Deuxiemement, les indicateurs devraient etre places dans le contexte d‘un systeme plus etendu qui fournit des informations « adaptees au besoin ». Troisiemement, des incitations appropriees doivent exister afin que les parties interessees agissent sur ces informations. |
