Abstract	The present study aims to examine the procedures in the bidding process to be adopted with micro and small businesses, to meet the Complementary Law 123 / 06 and ensure the economy to Public Administration according to Law 8666/93 . The principle of economy is linked to the idea of cost-effective, requiring the public official 's duty to obtain the highest service to the public interest, consuming , for this, the least amount of public resources . In his articles 170-179 , indicates the need for a public policy that ensures benefits micro and small enterprises , aiming at reducing the inequality gap between them and other companies .
