| Abstract | The construction of hydroelectric plants causes different environmental impacts and socio-environmental conflicts. In order to deal with conflicts, this study proposes an interdisciplinary analysis tool with a bioethical approach, which seeks to guide decision making in accordance with identified conflicts. The first chapter analyzes the environmental compensation activities, the perspectives of the communities and the actions of the environmental authorities, in the construction of the El Quimbo hydroelectric plant (Huila 2009-2015). In the second chapter, socio-environmental conflicts are analyzed for the construction of hydroelectric plants in Colombia, with emphasis on the El Quimbo hydroelectric project, seeking to answer different ethical questions and to establish the way in which the actors conceive their relationship with the environment, according to with different theoretical perspectives, To this end, it is proposed to apply the principles of bioethics (common good, justice, autonomy and responsibility), considering their relevance to conflict management and as a viable solution for all parties involved. The third chapter describes the environmental and social effects of other forms of energy generation, in order to generate elements that strengthen discussions about the role of energy in development and its environmental effects. The ethical implications associated with access to and use of energy are described. Finally, hydroelectric power is identified as the most competitive source for the country, due to the ethical implications of the use of resources, consensus is proposed through new environmental assessment models. |
