| Abstract | The purpose of the evaluation report on Finland’s island policy is to support the implementation of the current national Island Development Programme and lay the groundwork for the preparation of future periods and programmes. Another aim is to create an understanding of how island policy should be developed, as it should be capable of reforming itself and finding its position in respect of other key policy sectors. The main strategy of Finland’s island policy is to influence decision-making concerning the archipelago in other policy sectors in a way that the special conditions of the archipelago are duly taken into account. The Island Committee is the national advisory body, promoter and advocator in island affairs in Finland. The parliamentary procedure supports the capacity and influence of the Island Committee, which is why island policy is perceived as ‘larger than its size’. What island policy primarily means is supervision of interests and influencing policies and decisions on the national level, which is mainly seen in municipalities through supplementary benefits payable in the archipelago area and transport solutions. The development funds and actions targeting the archipelago are not managed under island policy but as part of rural development, which also comprises the archipelago. The role of island policy in e.g. project activities of local action groups and under the EAFRD should be enhanced. After the regional government reform the future of island policy depends on whether the counties still have enough interest in taking care of the archipelago and allocating the necessary funds for this.
