| Abstract | Integrated water management and watershed approach at present are widely recognized as paradigms to follow in order to find a sustainable management of the resource, but so far its implementation has not been effective in many regions of Latin America. Strong resistance to change in institutional practices and regulations on the use of new technologies has been found as one of the major barriers.
