Le projet Energieavantgarde Anhalt en Allemagne : une démarche innovante et singulière d'appropriation de l'enjeu énergétique dans une région en décroissance

Abstract	RESUME: Des les annees 1990, l'enjeu de transition energetique s'impose comme un veritable projet de societe en Allemagne. Sur la meme periode, le pays connait un processus de retrecissement ou de decroissance post-reunification qui accroit les inegalites territoriales. La region de Dessau-Roslau, l'Anhalt, compte parmi les territoires fortement touches par ce phenomene. En prenant pour point de depart la ville et « capitale » regionale de Dessau-Roslau, qui des le milieu des annees 1990, s'engage, mais alors sans veritable succes, dans la lutte contre le rechauffement climatique, nous verrons comment, au tournant des annees 2010, l'action collective se ressaisit de l'enjeu energetique comme un projet de recomposition et d'innovation territoriales, non plus seulement centre sur la ville mais sur l'ensemble d'un territoire coherent, l'Anhalt. Ce projet qui prend pour nom Energieavantgarde Anhalt, d'abord initie et ebauche par la fondation du Bauhaus de Dessau, devient en quelques mois une proposition flexible mais coherente, qui sait saisir la pluralite des enjeux visant une reterritorialisation de la question de l'energie et de la revalorisation territoriale. - ABSTRACT: Since the 1990s, the challenge of energy transition has been a real social project in Germany. Over the same period, the country is undergoing a process of post-reunification shrinking or decreasing which increases territorial inequalities. The Dessau-Roslau region, Anhalt, is one of the areas strongly affected by this phenomenon. Starting from the city and regional "capital" of Dessau-Roslau, which since the mid-1990s has been engaged, but without real success, in the fight against global warming, we will see how, at the beginning of the 2010's, collective action is recovering from the energy challenge as a project of territorial recomposition and innovation, no longer focused solely on the city but on the entire coherent territory, Anhalt. This project, named Energieavantgarde Anhalt, first initiated and drafted by the foundation of the Bauhaus de Dessau, becomes in a few months a flexible but coherent proposal, which knows how to grasp the plurality of issues aiming at a re-territorialization of the question of energy and territorial revalorization.
