| Abstract | The present work is part of the Master's thesis in Business Optimization and Modernization MOME and aims mainly to solve an organizational problems and become aware of the important change and transformations in the practices, skills and social links within the commune, brought about by the implementation of a Communal Geographical Information System. The challenge of this work is therefore to minimize the impacts of the adaptation phases and accelerate the acceptance of the change to help the municipality to adopt and fully benefit from this technology.
