| Abstract | This dissertation aims to examine the protection socioassistencial Brazilian and Chilean, with emphasis on the problem of the binomial focalization x universality. The institutional framework and legislation of social welfare policy of both countries carry ambiguous characteristics in terms of the dichotomy focus x universal, partly stemming from a regional trend, the result of the dynamics imposition of neoliberal models of multilateral agencies for social policy in Latin American and, supported by historical and internal political situation in both countries. This theoretical intent refers to the concern to identify the extent to which the alleged universality of social rights legally guaranteed in Brazil is translated in the deployment of protection socioassistencial. Also want to speculate as focusing operates the model application of counter-reforms driven by internationally multilateral organisms. The dialectical-materialist theoretical perspective is enriched by the Latin American debate grounded in reality of the continent. To achieve the objective of this initial work we seek to grasp the specificity of development of the capitalist state dependent and the peculiarities facing social policy in the continent; following discourse about the process of counter-reforms undertaken in Latin American countries since the 1980s, in the context of global economic crisis and the need to establish new parameters of global governance. Accordingly, we undertake a historical-political in both countries seeking to understand the internal political situation before the accession of this model of international governance, and then present the study questioning the principles of focalization and universality in the socioassistencial protection in Brazil through the Social Assistance National Policy and Chile through the Social Protection Subsystem Chile Solidario. Prosper our investigation from a theoretical and bibliographic review we examine the official documents of both countries, as regards the organization of socioassistencial protection in them. |
