Abstract	Colombia adopted the fiscal decentralization process formally with the Constitution of 1991 The main instrument of fiscal decentralization in the country are transfers through the General System of Participation SGP, however, assessments resulting from the management of these resources by local governments have not been favorable. This research aims to show by Valle del Cauca, the possible contributions of the General System of Royalties -SGR the purposes of fiscal decentralization in the period 1994-2014, by socioeconomic indicators of stabilization, distribution and allocation. The results show that these indicators through SGR can be considered an instrument of fiscal decentralization and redistribution of royalties promotes equity, savings and stabilization for the Valle del Cauca and Colombia.
