| Abstract | This article presents exploratory study about the program Municipio VerdeAzul, established in 2007 by the state government of Sao Paulo as an incentive to municipalities that operate on improving environmental conditions. The research analyzed the municipalities of the Grande ABC (State of Sao Paulo). The analysis prioritized three policies of the Program: Treated Sewage, Solid Waste and Environmental Education. Ribeirao Pires and Sao Caetano do Sul had the best average, followed by Santo Andre. The results show that when it comes to the Treated Sewage policy, Sao Caetano do Sul is better positioned; about the Solid Waste Policy, the highlighted is Santo Andre; and about Environmental Education, all of the cities have a description and evidence of environmental education.
