Abstract	The Law of the Sea seeks to settle conflicts between sovereign states and encourage a legal order for the seas and oceans, making international communications and the protection and conservation of the marine environment, making effective the state´s responsibility in case of damage to the marine environment. The objective is to analyze the UNCLOS and the creation of the Law of the Sea Tribunal as peaceful resolution tool labors internationally. Use shall be descriptive research with deductive method, with a view to environmental international responsibility of the State and the need to strengthen the friendly relations between nations
