Abstract	A proposal to reformulate the Union’s Complementation mechanism to the Fund for Maintenance and Development of Basic Education and for the the Enhancement of Education Professionals (Fundeb) is evaluated. Law 11,494/2007 defined Fundeb as a temporary funding instrument for baisc education, effective until 2020. Here, the focus is on the mechanism for redistributing Union complementation and, therefore, on allocative efficiency. The proposal intends to shift the focus from complementing the value per state average student to the value per student of each municipality. The simulation results showed that the main beneficiaries would be the municipalities of the North and Northeast of the country, except municipalities with favorable economic situation. With the proposal, the minimum value per student would increase by 17% by 2021 and its distribution would be less unequal. Finally, the results signal improved focus: the average HDI of the municipalities benefiting from the change is lower than that of other municipalities in both 2017 and 2027.
