Abstract	The purpose of this paper is to outline the incubation system in Brazil and to analyze if the municipalities that have institutions linked to innovation, inserted within or near them, are efficient in promoting economic development based on the state of Minas Gerais General. For this, a bibliographic study was done through articles and the use of the quantitative method of DEA analysis, adopting data on the municipalities of Minas Gerais and comparing the results obtained. It was observed that the municipalities located nearby with entities that promote innovation, have a greater collaboration in the development of their respective regions in relation to those that do not have this proximity. This indicates that the stronger an incubation system is, the more conducive to development will be the region, especially if it meets the criteria of the state's fiscal responsibility laws.
