Abstract	In this paper we analyze the policy network of environmental policies in the Basque Country. Our starting point will be the approval of Law 3/1998 on environmental protection as it set up a new participative focus which changed governance structure. In order to do this, we have examined the functioning of formal and non-formal mechanisms of participation, through documental analysis and in-depth interviews. Our conclusions lead us to stress the value of knowledge as a condition for every actor to find their place in the network.
