Abstract	The Municipal Autonomous Decentralized Government of the City of Portoviejo, to meet the needs of the city, in its municipal development plan includes the execution of inmediate programs and projects directed towards the improvement of municipal services through the implementation of enhaced processes. This new approach is completed by applying strategic guidelines and specific methods of control focused on results. Therefore, this document establishes the execution of a research study that propose the implementation of a control system in order to increase the productivity of processes in the chain of value or misionales while focusing mainly on the sweep process and collection of waste. To reach the goals projected, this research study is based on establishing an initial diagnosis to include the identification of the problem to be investigated. Moreover, the aforementioned research will be sustained within a theoric framework while analizing concepts and appreciations by different authors in regards to strategic planning, chains of value and management of processes. Subsequent, we can define the chain of value specific to the GAD Portviejo and the development of each of the processed taking part in the chain of values. Finally, once processes are successfully established, a conclusive definition of strategic indicators related to each of the institutional objectives will beassigned, using as a start point a base line which will allow us to establish realistic goals according to the needs on hand.
