| Abstract | espanolA comienzos del siglo XX el Ordenamiento Internacional prohibe la condicion de apatrida, sin embargo, en el seno de la Union Europea (UE) y pese a su sofisticado Derecho de ultima generacion, existen colectivos que estan siendo tratados como no-ci�nos, es decir, con un regimen inferior al de ci�no de segunda (que tambien se produce). Este articulo trata el problema planteado, de la inadecuacion del regimen politico-juridico relativo a la realidad socio-politica y juridica de las minorias rusoparlantes, durante el proceso de adhesion a la UE y hasta hoy en Letonia. Este problema no solo afecta al Estado miembro, sino tambien a sus vecinos y al conjunto de la UE y, por tanto a su cultura democratica y de derechos humanos. EnglishEarly 20th century, International Law does not allow the stateless condition, but few cases happened into the European Union (EU) and its new sophisticated legal system, there are communities treated as non-citizens, worse than a second-class citizen regime (there are cases too). This papper deals with this problem, about the inadequacy of the political legal system on the socio-political and legal reality of Russian-speaking minorities in Latvia, during the process to become a member of EU until now. This trouble affects to Latvia, the States close, and the whole EU and its democratic culture and human rights culture. |
