La distribución de los ingresos entre los Estados y Territorios australianos: origen de su desigualdad y progresividad

Abstract	El presente trabajo tiene por objeto analizar como se distribuyen las distintas fuentes de ingresos de los Estados y Territorios de Australia, a fin de evaluar la contribucion de cada una de ellas a la desigualdad final resultante y valorar si el sistema de financiacion es progresivo o regresivo y por que. Para ello, la metodologia aplicada es la descomposicion natural de los indices de concentracion y la descomposicion directa del indice de Suits, resultando que la distribucion de los recursos financieros es altamente igualitaria y algo progresiva, a lo cual contribuye fundamentalmente las transferencias. Ahora bien dicha progresividad en la distribucion de los recursos totales se convierte en regresividad entre los Estados y Territorios con mayor nivel de produccion per capita. Esto se debe a que las transferencias benefician especialmente a los Estados y Territorios con menor tamano poblacional. The present paper has as aim to analyse the distribution of the revenues between the States and Territories of Australia, for to assess the contribution to the inequality and progressiveness of financing resources and to value if the system is progressive o regressive and why. The methodology applied is the natural decomposition of the indexes of concentration and the direct decomposition of the index of Suits, resulting that the distribution of the financing resources presents high equality and is something progressive, due fundamentally to the contribution of the transfers. Now then, said progressiveness in the distribution of the total resources is transformed in regressiveness between the States and Territories with main level of production per capita. This is due to that the transfers benefit especially to the States and Territories with minor population.
