| Abstract | This article intends to reflect on the importance of creating instruments of participation in municipal economic development area, with the aim of strengthening the entrepreneurial culture and involve the micro and small enterprises in the process of formulation, evaluation and implementation of public policies. Such ventures are important actors in the brazilian economy, contributing significantly to the gross domestic product (GDP) and to be responsible for much of the generation of jobs in the country. If, on the one hand, the public policies of regulation and stimulus are implemented by the Government in favour of micro and small businesses, on the other, they are created from the top down and tend to be unknown by most entrepreneurs, what results in lack of identity, information and training for the understanding and effectively appropriating them. |
