| Abstract | This work intends to enlighten the processes and language bound to enhance the effectiveness of programs stimulating entrepreneurship innovative in informatic technology, specifically where the selection phase of new enterprises to the program is concerned. In order to give substance to the reasoning and motivation to the methodology herein proposed, a survey was made on programs related to the Technological Entrepreneurial Incubator class, in both national and international domains. Based on that survey, the program “Incubadora Empresarial Tecnológica de Florianópolis” (CELTA) was specifically researched. This is a “ex post facto” type descriptive research, as far as it is meant to describe possible relationship between the program goals and its effectiveness. Informations about aspects of CELTA program have been collected through documental analysis and non-structured interviews. From quantitative data analysis graphs and tables emerged which demonstrate the program’s performance. Two control items were adopted in order to evaluate effectiveness related to acceptance/selection of new ventures with more reliable chances of success. # 1 control item. Measure the time an enterprise remains in the Incubator, thus obtaining a level indicator of financial investment needed to be deployed by the program, in order to contribute to the enterprise’s success. Enterprises remain an average 2 years and three months before they quit the program. Of those which quitted, 37% were due to business failure, 90% of them consisting of individual businessmen. # 2 control item. Investigate the after life of enterprises quitting the program, as follows: a) Still remain in the program 31 enterprises as long as 4,5 years; b) Quitted the program and are successful in the market 17 enterprises which consummed 6 program years; c) Quitted the program and failed, or failed and were released from the program 10 enterprises after 4 program years. Those 10 enterprises that consummed 4 year resources from the Incubator and from the entrepreneurs themselves, could have been reduced if, somehow, the initial selecting phase |
