Abstract	espanolEn el presente trabajo se sostiene que las reformas al articulo 115 Constitucional de 1999, constituyeron un gran avance, al reconocer formalmente al municipio como un ambito de gobierno, pero en la realidad no han sido acompanadas del suficiente apoyo financiero, ni de la asesoria tecnica necesarias para avanzar en el proceso de descentralizacion. Por otra parte, los estados no han cumplido cabalmente con el reto de adecuar los marcos legales locales, a fin de que se traduzcan en una mayor autonomia de los ayuntamientos. A partir de un analisis del contenido de la legislacion municipal de los estados, derivada de la reforma de 1999 al II parrafo del articulo 115 Constitucional, se estudian las aportaciones planteadas para facilitar la participacion ci�na en la solucion de problemas de planeacion, urbanismo y ecologia de los municipios. El proposito es el de sostener que una efectiva participacion ci�na en la toma de decisiones importantes en el ambito municipal, propiciada por un marco legal favorable que incluya mecanismos de democracia directa, como el plebiscito y el referendum, es la clave para transformar el espacio de lo municipal en un espacio integrador de las politicas publicas locales, y contribuir a crear las condiciones para consolidar una gobernabilidad democratica. EnglishIn the present paper, it is sustained that the reforms made on 1999's to the constitutional article 115, constituted a great advancement, by recognizing the municipality formally as an ambit of the government, but they haven't really been accompanied by enough financial support, or the necessary technical advisory to advance in the de-centralization process. On the other hand, the states haven't cabally accomplished the challenge of adjusting the local legal frames, so they can translate into a major autonomy of mucipalities. From an analysis of the content of the municipal legislation of the states, derived from the 1999 reform to paragraph II of constitutional article 115, the contributions proposed to ease the citizen participation in the solution of planning, urbanism and ecology problems in the municipalities. The purpose is to sustain that an effective citizen participation in the important decision making in the municipal ambit, caused by a favorable legal frame that includes mechanisms of direct democracy, as the plebiscite and referendum, is the key to transform the municipal space in an integrating space of public local politics, and contributing to create the conditions to consolidate a democratic government.
