Abstract	This paper aims to analyze the scope of the reform of Local Government operated by the new Law 27/2013, of 27 December, rationalization and sustainability of local government, through which the achievement of the pursued following objectives: to clarify municipal powers to avoid duplication with the powers of other authorities so as to make effective the principle "one Administration, one competition"; rationalize the organizational structure of the local authority in accordance with the principles of efficiency, stability and sustainability financial; ensure a more rigorous financial and budgetary control and encourage private economic initiative avoiding disproportionate administrative interventions.
