| Abstract | The collapse of central planning set in motion the process of re-integration of Central European countries (CEEC) into the world economy. Because of its proximity, economic weight and policy-induced deep integration, the EU has shaped the politics and economics of CEEC. The process of accession—which has in fact begun with the signing of the European Association Agreements in 1991— influenced their economic institutions, policies and performance. The paper traces the emerging architecture of commercial relations in Europe and argues that the accession process had first the largest impact on capital flows and subsequently on goods flows. The biggest beneficiaries among CEECs were those who followed the path of radical liberal reforms. The latter combined with preferential access to EU markets have attracted FDI. EU provided an outlet first for CEECs’ unskilled labor intensive products and recently for skilled labor intensive and technology based products. The EU has also been the source of knowledge intensive imports contributing to industrial realignment in CEECs. The prospect of accession and since 1998 an unfettered access to EU markets has provided boost to relocation of production by MNCs to CEECs. |
