Abstract	In Brazil today there is a legal system to standardize the process of orderly planning to improve the quality of life in cities. This study addresses the role of leisure in the legal instruments such as the Constitution, the City Statute, the Organic Law of the City and especially the current Master Plan of Belem do Para The objective is to reflect, from the Master Plan of Bethlehem, in the perspective of identifying the progress and limitations in current law for the implementation of the Leisure and social law.
