Abstract	The transformation of information and communication technology (ICT) nowadays is evolving toward digital convergence. This situation has opened up great opportunities for vertical and horizontal integration, both in industry and government. Meanwhile, the development of smart government begin to rationalize the availability of such technology in providing government services. Measuring e-readiness is one of the important things to do in order to achieve smart government’s successfulness. The rapid development of ICTs and the lack of capacity at the local level is the reason why the measurement of e-readiness needs to be done. In this regard, this study will measure the e-readiness of the Gorontalo Provincial Government in relation to the implementation of smart government. This measurement is done by a socio-technical approach where technological factors, human factors and institutional factors are the three main factors that need to measure in this study. The e-readiness assessment tool used in this study is a tool developed by Musa when measuring e-readiness at the local government of Iraq. The data used in this study is quantitatively and qualitatively obtained from the questionnaire distributed to four groups of respondents in the province of Gorontalo. They were 1. The government, 2. The employee 3. The citizen, and 4. The business groups of service providers. The results of the measurements are 74.20 in "B" grade or interpreted as "High" for Gorontalo Provincial Government itself.
