| Abstract | The state is representative of general interest and should act to mediate the conflicts within society. In this case, the State's action in the spatial organization of the city has been complex and variable both in time and in space, reflecting the dynamics of the society of which it is a constituent part. However, the state becomes a big consumer of space, while being landowner and real estate developer, while being also an agent of regulation of land use. Therefore, the State in preparing its urban policies prezem harmony and space optimization, should have as methodological and technical planning instrument. The different power levels municipal, state or national set together standards for the occupation of urban space is the most rational possible. However, with respect to the divisions of responsibilities fell to municipal authorities implement the urban development policy, in accordance with Articles 182 and 183 of the Federal Constitution, as well as the discipline of the installment , the use and occupation of urban land as part the municipal planning delegated by the Estatuto da Cidade ( Lei 10.257 / 2001 ) . Inserted in this context, the urban space of the city of Itumbiara, which is located at the southern end of the state of Goiás, has been showing rapid socio-spatial transformations, observed mainly by the expansion of the urban area from the formation of new residential subdivisions. In this sense, this study aims to understand the role of the State in the light of policies for urban and housing program Minha Casa Minha Vida in the production of urban space in Itumbiara (GO) between 2009 and 2014, considering public policies and the state's role in the association of financial capital to the real estate capital. Thus, the production of urban space should be understood as the result of direct action of the municipal government, since, has the obligation to legislate and plan on urban space. In order to theoretically support the research the following authors, Becker (1995), Castells and Borja (1996), Cooke (1995), Gottdiener (1993), Maricato (2000) and Villaça (2001 and 2012) were used. Subsequently, analyzes of relevant municipal legislation to urban policy will be key in the municipality, such as the Lei Orgânica do Município (Lei 1.159/1990) and the Plano Diretor (Lei Complementar 073/2006). |
