| Abstract | The influence and role of civil society actors has in the past decade become increasingly prominent in the ‘flood risk management landscape’ in several European countries, especially in England. The increasing number of ‘flood groups’, civil society actors that facilitate community involvement in local flood risk management, in England is an illustration of such development. However, although their role and numbers are increasing, to date not much is known about these flood groups: how they are set up, governed and, most importantly, how they are influencing community resilience to flooding. This chapter contributes to the understanding of the potential role of flood groups in influencing flood resilience at the local level in England. In order to do that, it examines the governance arrangements and activities of six flood groups in England. Flood resilience is analysed through the lens of community resilience to flooding and through examining the influence of flood groups on ‘community capacity’, which comprises four capitals: social, natural/built environment, human, and economic. The findings indicate that flood groups in England can potentially contribute to community resilience to flooding, especially in terms of enhancing social and natural/built environment capitals. At the same time, the chapter reveals issues regarding the representativeness of the ‘community’ in flood groups, of potential exclusion, and of marginalisation. These issues need to be addressed when aiming to better understand the role of flood groups in making places more resilient to flooding. |
