| Abstract | The Water and Sanitation Program (WSP) has been working on deepening and collaborating with the countries of Latin America (AL) for the purpose of improving the understanding of the role that Small-scale local operations (Olpe) can play in providing water and sanitation services, mainly to the poorest population that is not served by public and private organizations. This recently, has led WSP studies of 32 Olpe in nine countries in Latin America which operate both in urban areas as well as the countryside. The analysis included the one hand, the sectoral assessment policies to understand which one is not responding to people without service; and secondly, the identification of success factors and sustainability of those successful Olpe. The report also presents general and specific recommendations to improve service market traditionally served by these operators. For its part, Care International, under the framework of its new Regional Strategy for Integrated Management of Water Resources in Latin America, has carried out several experiments to introduce non-traditional lending strategies, as well as to promote partnerships with the private sector to benefit poor communities of Andalusia in the sanitation sector, and thus complement the topics discussed in studies of the mentioned Olpe. The results of all these studies and experiences were presented and discussed at an international workshop held in Panama in June 2007. This report consolidates the results of the studies cited, produced by WSP and CARE, and enriched by the contributions of workshop in Panama. Thus, this report aims to answer the following questions about Olpe: 1) Who are they? 2) Why and how have they arisen? 3) What is the current market of Olpe? 4) What are the implications of sectoral context on the Olpe? 5) What are the cases analyzed? 6) What are the main aspects of Olpe? 7) What are the main lessons learned from cases studied? |
