| Abstract | Although there is extensive literature concerning the relationship between scal decentralization and the size of government, the impact of decentralization on the behavior of sub-national government has rarely been studied. This study analyzes scal competition among prefectures in Japan empirically, and considers the degree of scal decentralization by prefecture. The results show that scal decentralization stimulates scal competition, and consequently causes the size of government to increase.
