| Abstract | The ultimate goal of climate policy is to stabilize greenhouse gas concentrations at a level that is sustainable in the Brundtland 1987 sense. However, the determination of this level is di¢ cult due to uncertainties in geophysical and ecological sciences, in the costs of decarbonizing economies (Heal and Kriström, 2002) as well as in policy acceptability. These uncertainties about mid-century CO2 emissions target are likely to a¤ect rmscurrent abatement as well as their current technological choices. This should be even more accurate especially when recognizing the irreversible nature of such technological choices: a utility company will nd it costly to get rid of (and get the cost back) a scrubber it has installed if emissions standards happen to be less stringent than expected. Another important characteristics of emission trading market may complexify further the picture: the CO2 cap-and-trade emission permit system allows permits to be traded across compliance periods. This paper provides a comprehensive treatment of intertemporal emission trading under future standards uncertainty and technological irreversibility. |
