Abstract	This paper is aimed at determining helping and hindering forces influencing endogenous local development management in the municipality of Sumbe. For this, two research forms were combined, these forms are focus group and force-field analysis. The results obtained stressed the need for endogenous experiences in political, economic, and social fields to be applied, which contributes to an enhanced development management in the municipality. This is a starting point to establish procedures making the creation of a theoretical management model possible, which highlights endogenous capacity to minimize the impact of hindering forces, and maximize the effect of helping forces.
