| Abstract | The publishing on the Web of public sector data allows greater participation of society and a more efficient management because it gather external efforts to find solutions to the problems faced by public administration. In Brazil, the publication of government data has been stimulated through the application of normative instruments aimed at reaching the country's commitment with the Open Government Partnership in 2011. In a recent evaluation presented in the Open Data Index Brazil (ODI), the country is ahead of the other Latin America nations and it presents the Public Budget, Socioeconomic Statistics and National Maps as prominent areas. However, public data related to other areas of interest of the society need enhancements so that their potential can be exploited. The lack of standards in the structuring and publication of this data makes the analysis and consumption by society difficult and this requires the citizen to appeal to the Law of Information Access (LIA). The theme of Public Employees Workforce corresponds to the greater demand sent by the citizens to the Federal Institutions of Higher Education through the Electronic System of the Citizen Information Service (e-Sic), although many of this information is available in public portals of the Federal Government. In this context, the present research aims at the use of a technological solution based on ontology to mitigate this problem. The Public Servant Ontology (PSO) propose to represent in a structured way, at the semantic level, the Federal Public Servant domain, encouraging the use and integration of data currently available at Transparency Portal, as well as its processing by computational agents. For the development, good practices, standards established by the W3C and the ontologies development methodology NeOn were considered. Furthermore, the assessment based on Competence Issues (CI) extracted from requests made at e-SIC revealed that the PSO responds satisfactorily to the questions related to the modeled context. Finally, as proof of concept that the proposed ontology contributes to the reuse and interoperability of the data, information of Federal Education Employees was made available in RDF and easily consumed by a faceted search client-side application and the data of the federal public budget was integrated with the workforce data to obtain a better detail of the expenses incurred by the institutions. |
