| Abstract | The insufficient procurement processes during construction and maintenance of roads has left over 50% of the paved roads in Kenya in poor condition, and the condition of more than 40% uncompleted. The main objective of the study was to establish the influence of procurement processes on successful completion of roads construction projects under Kenya National Highways Authority in Kenya (KeNHA). The specific objectives of the study was to establish the influence of procurement planning on successful completion of roads construction projects under KeNHA, to determine the influence of tender evaluation on successful completion of roads construction projects under KeNHA, to establish the influence of award contract g on successful completion of roads construction projects under KeNHA and to assess the influence of performance review on successful completion of roads construction projects under KeNHA. A descriptive research design was used in this study. Descriptive research design is used to obtain information concerning the current status of the phenomenon and to describe what exists with respect to variables or condition of a situation. The targeted population of this study was 90 respondents. The primary data was collected using questionnaires, which were open ended and closed ended questionnaires. Secondary data was gathered from existing credible and recognized source. Pilot test was conducted to test validity and reliability of data collection tools. Data analysis was done with assistance of computer aided software aided statistical package for social science (SPSS) version 21, descriptive statistics and inferential analysis such as correlation, coefficient model and ANOVA were used to show the relationship and significance level of the variables which were tested using P-value and T-value. The data presentations were done using charts, graphs and tables. A pilot test coefficient of above 0.7 was obtained and this indicated that the data collection instruments were valid. The response rate of the respondents was 74%. The results indicate strong International Journal of Human Resources and Procurement Vol. 5 Issue 10 http://www.ijsse.org ISSN 2307-6305 Page | 92 positive correlation of magnitude of 0.669, 0.706, 0.861 between performance review, procurement methods planning and contract award respectively. The model indicates that 92% of the changes in successful completion of roads construction projects can be attributed to the predictor variables. The study recommended that procurement processes should be employed in the state corporates and especial road in KeNHA, this is to help in good procuring of resources and identifying of potential suppliers. The study also recommended that KeNHA should encourage its project managers on doing performance review of the projects to ensure quality delivery, time delivery and cost effectiveness of the successful completion of roads construction projects under Kenya National Highways Authority in Kenya (KeNHA). The study recommends that further research should be done on effects of procurement processes on successful completion of roads construction projects under KeNHA using different variables. Also further study on effects of procurement processes on successful performance of projects should be done in public institution, private and nonprofit making organizations. Background of the Study According to (PPDA, 2015) for open tenders, an advertisement is placed in daily newspapers to reach prospective bidders nationally. It is a requirement that such an advertisement be placed in at least two daily newspapers that have wide circulation in Kenya. The procuring entities are then supposed to release the tender documents. Such documents should contain sufficient information to enable competition among the bidders to take place. The laws and regulations define that the tender invitation should be such to enable bidders to submit their tenders and proposals, each enjoying equal opportunities (RoK, 2011). Public Procurement often constitutes the largest domestic market in developing countries. Depending on how it is managed, the public procurement system can thus contribute to the economic development of these countries (PPOA, 2012). Indeed, public procurement is the principal means through which governments meet developmental needs such as the provision of physical infrastructure and the supply of essential medicines (PPOA, 2010). Again, many governments use Public Procurement to support the development of domestic industries, overcome regional economic imbalances, and support minority or disadvantaged communities. Because the deployment of the Public Procurement System to pursue these developmental goals entails governmental exercise of enormous discretion, Public Procurement is often an extremely controversial subject matter (WB 2007). The Public Procurement Tendering System in Kenya has evolved from a crude system with no regulations to an orderly legally regulated Procurement System. The Government’s Procurement System was originally contained in the Supplies Manual of 1978, which was supplemented by circulars that were issued from time to time by the Treasury (GOK, 2010). A review of the country’s public procurement tendering systems was undertaken in 1999 and established that: There was no uniform procurement tendering system for the public sector as a whole, It did not have sanctions or penalties against persons who breached the regulations in the Supplies Manual, other than internal disciplinary action. Consequently application of the rules was not strict and many of the norms were not followed, the Supplies Manual did not cover procurement of works, the dispute settlement mechanisms relating to the award procedures as set out in the Manual were weak and unreliable for ensuring fairness and transparency, Records of procurement transactions in many cases were found to be inaccurate or incomplete or absent, which led to suspicions of dishonest dealings at the tender boards (PPOA, 2012). International Journal of Human Resources and Procurement Vol. 5 Issue 10 http://www.ijsse.org ISSN 2307-6305 Page | 93 The systems had other institutional weaknesses that not only undermined its capacity for carrying out their mandates effectively but also led to a Public perception that the Public sector was not getting maximum value for money spent on procurement (GOK, 2010). In view of the above shortcomings it was found necessary to have a law to govern the Procurement tendering system in the Public sector and to establish the necessary institutions to ensure that all procurement entities observe the provisions of the law for the purpose of attaining the objectives of an open tender system in the sector (WB, 2008). Kenya National Highways Authority in Kenya (KeNHA) KeNHA is one of the established road authorities which is a corporate body with perpetual succession and common seal. The highway authority has a role of management, development, rehabilitation and the maintenance of the National roads. Enactment of the Kenya Roads Act, 2007 shows Kenya National Highways Authority as one of the road agencies and their main responsibilities on the highway roads. Part II section 4 of the Act shows the functions of the authority which includes: Constructing, upgrading, rehabilitating and maintaining roads under its control, Controlling the national roads and road reserves and access to the road side development, Implementing of the road policies in relation to the national roads, Ensuring adherence to the roles and guidelines on the axle load control prescribed under the traffic act (Cap. 403) and under any regulations under these act ensuring roads quality as prescribed by the minister, Monitoring and evaluating the use of national roads, Liaising and coordinating with other road authorities in planning and operation with respect to roads. Research Objectives General Objective The main objective of the study was to establish the influence of procurement processes on successful completion of roads construction projects under Kenya National Highways Authority in Kenya (KeNHA). Specific Objectives 1. To establish the influence of procurement planning on successful completion of roads construction projects under KeNHA. 2. To determine the influence of tender evaluation on successful completion of roads construction projects under KeNHA. 3. To establish the influence of contract award on successful completion of roads construction projects under KeNHA. 4. To assess the influence of contract performance review on successful completion of roads construction projects under KeNHA. Theoretical Review The theoretical framework introduces and describes the theory which explains why the research problem under study exists. A theoretical framework consists of concepts on influence of procurement processes on successful completion of roads construction projects under Kenya National Highways Authority in Kenya (KeNHA) together with their definitions, and existing theory/theories that are used for the particular study. With its focus on the structure conduct-performance paradigm, the industrial organization view put the determinants of firm performance outside the firm, in its industry's structure. Being positioned against this view, the RBV explicitly looks for the internal sources of sustained competitive advantage and aims to explain why firms in the same industry might differ in performance. As such, the RBV does not replace the industrial organization view, rather it complements it (Peteraf & Barney, 2003).
