| Abstract | With creation of access to information law in 2011, several models of public administration of the federal government are experiencing transformations to fit the new changes. In the context of this research, we have the system that controls the organizational structure of the federal executive power, the SIORG Organizational Information System of the Federal Government. The major goal of this system is to function as a single register of organizational units in order to end the hodgepodge of concepts that exist in current government, arising from Ambiguities generated by other systems using these concepts. Based on this problem and observing the growth of citizen participation in the electronic waking of the actions of the federal government, creating an ontology to represent this domain becomes a requirement. In this graduation work will be presented the main motives and reasons for construction this ontology, as well as creating their own roadmap for creating a conceptual model. We also present a conceptual model of the domain in question, the fruit of implementation of the roadmap defined in this work. Key-words: Open Data. Semantic Web. Organizational Structure.
