| Abstract | This paper analyzes the relationship between the civil society organizations of the municipality of Itaguai with the executive branch, in the local development process. The study was conducted by means of qualitative research, the case study method, and data collection through semi-structured interviews with representatives of civil society associations and the executive branch of the municipality. Considered the main features of the development model on which this study is bolstered, it can be concluded from the research that decisive signs of the existence of local development are not identified nor an articulation of actors that can provide this type of development. |
