| Abstract | This paper analyzes how the housing development Cidade de Águeda in Rio Grande, RS, was formed. It is considered a landmark in city policies on dwelling for families that have a low income after the Banco Nacional de Habitação (BNH), a bank that finances housing projects, was closed. The development with poor infrastructure and far from downtown was improved after it was occupied at the beginning of the 1990’s. Nowadays, it has three distinct areas where houses have structural problems, where there are law suits which aim at regularize the area, and where most dwellers depend on social assistance programs.
