| Abstract | This paper uses empirical normative research to develop a facility location model with arches and fixed costs that examines the feasibility of building railroad tracks and transshipment terminals for transportation of soybeans produced in five states of Brazil, Tocantins, Goias, Mato Grosso, Mato Grosso do Sul and Rondonia for exportation trough four ports of northern Brazil. The research was motivated by the congestion state of the port of Santos, in addition to the migration of the soybean production to the Midwest and North regions of Brazil. The two scenarios developed together indicate a preference for railway when it is available, but because of the exclusion of the long-term factor from the location models, the railway construction indicated in PAC projects was found to be not feasible. As a suggestion for future work, we indicate the use of payback factor for new consideration. |
