Abstract	The present study deals with the analysis of the obstacles to the creation of a local productive arrangement (APL Portuguese acronyms') of mineral basis to soapstone rock in the Ouro Preto region. The steatite dimension stone, commercially known as soapstone, is exploited in the Ouro Preto region being an important issue of regional development related traditional craft, cook stoves and fireplaces industries that generates jobs and incomes. Nevertheless, uncountable problems including mining operating illegally according to DNPM and environmental agency laws, artisanal mining, lack of articulation between productive and traditional craft industry and tourism sectors, problems with land properties titles and so on are the main obstacles to the plain development of soapstone industry in the region. The creation of an APL to soapstone is defended by governmental agencies as a way to solve these problems. The structured actions of an APL aims to promote the competiveness and sustainability of small business, stimulating local development processes visa an organization pattern that ensure by long-term an ambient of social inclusion and cooperation between the actors of the territory. This study presents and discusses the obstacles mentioned above and adds others such as the difficulty to obtain the gross material, the lack of a cooperative system, the lack of market knowledge, difficulties to hire equipment and the associated risks to the environment and the health for miners and craftsmen.
